What’s the reason for so many different supermarket chains?

I’m from UK and we have ~4 main supermarket chains, maybe a few more if you count less common ones.

In Japan, there are about 15 different supermarkets within 15 mins drive from my house.

Are they all owned by larger companies and if not, how come smaller chains haven’t been bought up by larger companies?
