Work Holiday Visa Appt set for later this month, applying from Canada

Hi all!

I have an appointment with the Japanese consulate later this month in Canada for the Work Holiday Visa. I had some concerns as I understand that the limit is set at 6500 visas issued per year and from what I have read, their fiscal year is May to April? Has anyone been denied as the maximum number of visa issued had been reached? I’m wondering if they would not have set up the appointment if the number of visas did already reach the limit?
