Advice Needed: Exploring Tokyo on an 11-Hour Layover at Haneda Airport?

Hi everyone! I’m seeking some advice for an upcoming trip where I have an 11-hour layover in Tokyo Haneda Airport before a follow-on flight to Vietnam. My layover is from 5 AM to 4 PM on a Friday. I’m wondering if it’s feasible and worth it to leave the airport and explore a bit of Tokyo during this time.

Here are some specific questions I have:

Time Management: Given the time frame, is it realistic to leave the airport and return in time for my next flight? How much time should I allocate for commuting and airport procedures?

Transportation: What’s the best way to travel from Haneda to central Tokyo? Are there any specific transport tips or passes I should be aware of? I’ve read the train is usually fine but can be delayed – should I plan on Taxi?

Sightseeing Recommendations: If I do decide to venture out, what are some must-see places that are feasible in this short time frame? I’m interested in a mix of culture, food, and perhaps a bit of shopping.

Luggage Storage: Is there a facility at Haneda Airport where I can safely store my luggage while I explore the city?

COVID-19 Considerations: Are there any current travel restrictions or health safety measures in Tokyo that I should be aware of still in place?

I would really appreciate any advice, tips, or experiences you could share to help me make the most of this layover. Thank you in advance! Love the community here.
