Why spend years mastering Japanese so you can make manga when you can make webcomics in English now? I mean if you still want to learn Japanese, by all means, it’s very fun. But if you’re going in with the idea that it’ll enable you to become a manga artist, I’d say you should direct your efforts elsewhere.
On italki, you can talk to Japanese directly and learn Japanese.
You remind me of Pellek, he got the chance to sing the opening song for the anime “Skeleton Knight in Another World” four months ago, and he did it.
I’m not sure whether an American can make a manga with the shonen jump, but since foreigners can sing the opening song for Japanese anime, I think the answer is “Yes.”
So what’s your goal? To learn Japanese or to create manga?
