Freelance work for dependent spouse

Hello everyone!
I am planning to move to Japan to work at a company by working visa. Meanwhile, I will take my spouse with me by the dependent visa.

They work as a freelancer, taking art commissions from people all around the world.

So, I heard that in Japan a person with dependent visa can work for 28 hours officially. But:

1) how can they prove that they work exactly this hours as a freelancer without basically any employment contract? (they just accept direct money transfers from customers);

2) how can they pay taxes for their work?

To sum up, I would like to know if it is possible to legalize such work in Japan. Any help would be very appreciated, since I’m kind of stuck with this.
