Tree pruning sadness

I live in a small town with streets lined with hundreds of beautiful keyaki (zelkova trees).

Today upon cycling home from work I saw crews of workers pruning all of these trees back to such an extent that now all that is left is the trunks.

I’m a bit heartbroken as my family will be visiting this Autumn and I’m worried they won’t get to see how gorgeous my town is with the colour of changing leaves.

How long will the branches take to grow back? I noticed the same thing happen a year ago to a smaller section of keyaki and those branches have only grown back slightly, producing very few yellow leaves last autumn.

This might seem like a small issue but it’s important to me and I want to know how others feel. Are people happy that these trees get pruned so drastically? Am I overreacting?
