one of とs functions is a quotative marker, it is used with the verb 思う to quote a personal thought. you will also see it with 言う, to quote others.
It’s kind of like “that” when you say something like “I think that it’s interesting.” What does “that” mean even in English? It doesn’t have any real semantic content but is more structural to designate that the phrase is subordinate and helps you process it as such when hearing it.
