Question about renovating a wooden Vs tearing down and building from scratch.

I want to renovate a 2-floor wooden house in Japan that has been built in 1971 in Osaka. We’ve gotten it handed down to us by my spouse’s family.

Is it cheaper to renovate the walls, floors, remove asbestos, replace electric cables, change from gas to electric stove, renovate the plumbing and earthquake safety retrofitting, or is it cheaper to tear down the house and build from scratch?

We’re talking with a few people and gone to check the procedures but we haven’t talked with the contractors yet because it will take a few months until we apply for the 耐震補助制度 (Earthquake resistance subsidy system) and we’ve had our hands full with other things.
