Second Year College Student being offered a scholarship opportunity at Kyoto

Hi, I’m currently a 2nd year student in comp-sci/comp-eng at a (somewhat prestigious) college in Vietnam. The institute I’m studying at is considered reputable in the country, however, judging by my 2 years already there, the program has offered me none to zero in terms of practical expertise because classes and exams are hard to pass and heavily theorised and not to mention numerous mandatory political, military courses required by the region.

Earlier this week I was offered a 100% scholarship opportunity (accommodation incl.) at the engineering faculty of KUAS (Kyoto University of Advance Science). I’ve heard that faculty is newly open and has no reputation at the moment so I really want to know if their program and graduates’ career support is great or not. And is it really worth it to reserve 2 years college in Vietnam to start over again or should I finish my bachelor and pursue further in Japan? Other suggestions are also appreciated.
