Undergraduate degree in Japan (English/Japanese)

I’m a 23 year old guy from a western country and I’ve recently returned from almost 5 months of traveling all across Japan. I started learning Japanese around July last year, and both Japanese people and Japanese speaking foreigners have told me that within 7-8 months of basically no actual studying, I’ve achieved a Japanese level of around N2-N3 in terms of writing(not handwriting), reading and speaking. I’ve also studied Japanese calligraphy on my own from age 18 because a friend brought me a brush from Nara as a souvenir that got me interested in Japan as a whole.

I’m yet to have a Bachelor’s degree, but the people I’ve met and the offers I’ve received as to working there have made me consider undertaking my degree in Japan.

I am uncertain if I wish to move to Japan for my entire life, so here come the questions:

1) I don’t have an SAT score but rather my own countries standardized test that isn’t accepted in all of the universities I’ve went and checked. (when converted, it is around 1420), so I’m planning to also take an SAT exam. I’m aiming for Japan’s top unis.
2) Will there be a difference between studying my desired subject (Elec. Eng./Mech. Eng. CompSci or maybe Architecture) in Japan rather than my own country? (Israel)
3) Are Japanese universities known worldwide?
4) I’ve been thinking as to why study in Japan rather than Israel, and the reason why is that I’ve come up with a very insteresting and relevant (to Japan) subject to research as a part of my degree, as well as the fact that I personally think that the next 50 years of the planet might slowly become worse, so if I’m already dedicating 4 years for a university, why not undertake it in a place that gives me a unique experience?
5) I’m unsure if I want to live my whole life in Japan considering a lot of long term aspects, so I also wonder, if I study for example, Civil/Mech. Eng. in Japan, would it be considered a universal degree?
6) Generally speaking, what are the pros and cons of doing this?
