“Teaching English” to students with learning disabilities plus behavior issues.

I still cannot comprehend the fact that regular public schools here in Japan assign teachers (with zero background in special education) to handle these types of students. I’ve been trying to “teach English” to these types of students and knowing their background, I try my best to make engaging games and activities rather than conduct lessons like the ones I do in regular classes.
My issue here is not the work of preparing activities for them but rather the severity of these students’ rudeness. Although, they are not directly rude to me, some of them are verbally abusive towards their classmates DURING the lesson. For example, one time we were playing an English game when suddenly one student decided to repeatedly say
“しね” (go die) and repeatedly point his middle finger to a certain classmate DURING our class. All I could do was ignore this behavior since my JTE was the one trying to correct this by saying “やめて”. 😪

Although I have a background in special education, I am not fluent in Nihongo yet so I can’t correct their behavior even if I wanted to. Also, my JTE is with me (however, no matter how many times she stops a behavior, students just ignore her).😪
I am just really frustrated and I feel uncomfortable of continuing my lessons in these types of classes. I’m unsure of what to do next. Has anyone experienced this kind of situation? If so, what have you done? Thank you in advance for taking the time to read this rant. Lol.
