Refuse to pay credit card bill (paypay card)

Long story short, I purchased WAON 3000 yen charge through Apple (paypay card). I received notification from WAON that charge failed and another notification from paypay card that payment successful. I called paypay and they said no issue from their side and asked me to call Waon. I called Waon they also said they received some authentication issue from paypay card, so issue is not on their side but paypay side. Calling both sides have cost me additional money and time. So I just called paypay and told them I won’t pay my credit bill for this month until they resolve my isssue . It looks legit that it is paypay issue because they told me my account was automatically locked for security reason and asked me if they could remove the lock to which I said yes.

What are my chances ? I know this may lead to some stain on my credit rating but will I stand any chance in case it goes to court? Both parties are not willing to investigate further. Any consumer protection office I can call?

Thanks for your various inputs. I have decided to wait about a week as some have pointed out that 速報明細 is not the actual 明細. so I will wait about a week and see my usage details in my statement. If I am still charged in the final statement I can ask paypay card to cancel it as a dispute with merchant for goods not received.
