How often do you run into a suspicious vendor on Amazon.jp and is this vendor suspicious?

I was shopping for some things and came across this vendor. They seem to have listings in a lot of different electronics at 10% less than other vendors but they have no review and their address is located in.. Africa?

I was wondering if anyone has experience with this vendor.
