Bakers of Japan! Where am I going wrong with mushipan?

Hello! I have been trying to make mushipan (蒸しパン) in the microwave for my son as I hear it’s an easy snack for babies and toddlers and since I go back to work next week and need to deliver him to daycare I am searching for easy recipes for breakfast.

I found this recipe on a Japanese website for weaning recipes

100g flour 薄力粉 120ml water 5g baking powder

Then 600w in microwave for 2 minutes. However, every time I try it they come out really rubbery and difficult to chew for a baby. I was expecting them to be fluffy like store bought ones. Where am I going wrong when the recipe is this basic?

If you make mushipan, please give me hints and tips. Am I stirring too much? Should I bake in mugs not silicon cake moulds? Is it the lack of eggs and sugar that makes this more rubbery?…

It’s the most simple recipe yet they do not come out light and fluffy like I was hoping 😂
