Cosplaying in Japan??

Hello all!! My husband and I are planning a trip next spring and I have 1 major question that I have not been able to find a definite answer for. And that is in regards to cosplaying in public. Some sites say it’s heavily regulated, others say it’s welcome!

Specifically it’s about doing photoshoots at a park or something? Since I’m going in cherry blossom blooming season, I’ve decided I need Sailor Pluto photos!!!! Can I go to a park and take cosplay pictures by a tree, river, bridge, etc?? One site said you can cosplay in public as long as you dress modestly, well we all know how short Sailor Scout Skirts are! And I would have my Garnet Rod (her staff) with as well.

I saw a site that said if you want to cosplay, go to Harajuku on Sundays, but I couldn’t find an explanation. But any help would be greatly appreciated!! Thanks!!
