Trying to find the origin of a Japan toy I bought a decade ago at Akiabara

I would like to find the name of this little guy that I bought a long time ago at Akiabara.

Does this picture ring a bell at somebody here ? Perhaps it’s a villain from an anime or manga ?

On his feet, it’s written : “Bandai 2006 – China 41621”
