Do I need a pocket wifi if I have an international phone plan?

Whenever I travel outside the US, I simply activate my phone company’s (AT&T) international plan. I’ve used it successfully hiking in New Zealand to villages of Thailand. I assumed it would work in Japan but I keep reading that I need to get a pocket wifi for service. I’ve read that e-sims only work with unlocked phones and mine is tied to AT&T. I had simply assumed that my international plan would suffice in high-tech Japan. Thanks in advance for any guidance!
