Can a non-resident rent out their Japan vacation home through property manager?

Can a non-resident of Japan rent out their vacation home through a property manager or would this cause potential immigration issues/legal issues? I am assuming they would file a tax return as a non-resident. Also, do non-resident home owners need to file an income tax return in Japan if they are NOT renting it out or do they just pay the yearly property tax.

Not talking Airbnb, talking 1-24 month rentals while they are not there (if that makes any difference)
