Residence tax status of Japanese national

I am in the process of applying for a CoE to live in Japan. I want to use my girlfriend (who is a Japanese national) as my guarantor, but I’m unsure if she will qualify.

I understand that a guarantor must have tax residency status in Japan and must pay 住民税/residence tax (according to the 公務員/immigration bureau official I spoke to). Although she’s a Japanese national, she went on working holiday last year (2023) and paid taxes in Canada. The last year she paid tax in Japan was 2022. She’s back in Japan for the last 10 months but has not worked since returning.

Any guidance on how to proceed? Must I find a new guarantor for my application?
