Having a hard time to open a bank account, JP POST BANK

I visited several banks today to open an account. Unfortunately, some banks refused me because I don't speak Japanese, even though my Japanese husband was with me to translate. Eventually, I went to JP Post Bank, known for being more accommodating to foreigners. However, I'm now anxious because they said they need more time to verify my background, as part of my name matches an international watchlist (possibly terrorism-related or similar). I really want to have my account, but they didn't give me a passbook on the spot, which is typically done when opening an account. They told me to wait 1-2 weeks. Will they mail both my passbook and ATM/cash card after the verification is complete? Is this process normal? Please provide some guidance. Thank you.
