Doubt on kanji

I am starting to study kanji after already havi g studied hiragana and katakana. I realised that some kanji are super similar to kana symbols

What caught my eye is the kanji for ryoku (power) which is super similar (if not identical) to the kana カ (ka). I've got 2 questions: Why are they similar? And how would I know whether they're using the kanji or the kana?
