Is it the Japanese salary hike culture or the Recruiters ?

I am working as a Bilingual PM in Tokyo past 6 yrs (Permanent role). I have been working in the same company during this duration. However, due to some career and personal circumstances I am looking to switch.
I have been in touch with few recruiters and when asked what is my salary expectation I tell them its somewhere around 20% justifying it by saying that I have gained not just significant amount of experience in a certain domain but also got my couple of certifications in that field.
BUT the recruiters are pretty straightforward about how much I will get which is around 10-12% and that too depends on negotiation skills. And then they try to get my buy in for few open positions they have. And discourage me to quote more than this amount to the hiring manager during interviews stating that they will reject me due to budget constraints.

Though I am not desperately looking for a job,
I am wondering if it’s even worth to switch a job if you are only getting a 10% hike? As you know that Japanese companies hardly give annual salary increment which is somewhere between 0~3%, that too if your performance is outstanding (not just good).

So I see job switching as the only opportunity to get increase in salary to cop up with rising economy and also personal financial growth.

Are these recruiters telling the bitter truth to save theirs and my time ? OR just trying to sell me the offer they have in hand to up their sale targets?
