Etiquette for Hanging Laundry in Condominiums

My family lives on the 6th floor of a moderate-sized マンション (condo complex), where we moved in about a year ago.
When I put out our laundry to dry on the balcony, I shake it out a bit, depending on the item (sheets, pants, etc.) This morning, I was shaking out a blanket over the balcony, and my neighbor in the unit to the side and down one floor from us waved her hands at me and told me to stop.
I realize that the lint, loose hairs, etc., might fall on other people's laundry when I shake stuff over the balcony, but I thought everyone else does it, too. Did I miss the memo on this one?
