Claiming Tax Refund on Pension Refund Deduction Yourself

Hi, this community has been very helpful before. Thanks for that before I begin.

I wanted to know if I could claim my tax refund personally as I'm back in Japan.

I used to live here until 2021 and left for an indeterminate time. After I left, I claimed and received my lump-sum pension withdrawal, and also appointed a friend as a tax representative.

The friend moved out after a few months too so it became difficult to claim my tax deduction on my pension withdrawal so I haven't done that yet. It's been 2 years since I received my refund, and less than 3 since I left.

I'm back in Japan recently on a Cultural Activities visa and would like to just claim it myself.

Can I? Do I need to unregister my tax representative somehow?

My concern is that I'm only entitled to it as long as I'm not a resident. Does that mean I can't?

Can I do it online or via post somehow?

I used to live in Itsbashi in Tokyo before but this time I'm all way out in Okinawa.

Also, do I absolutely need a Japanese bank account?
