“Desired class Averages” and “suggested Grade Distributions” where does MEXT stand on this?

Private Universities are increasing providing guidance on grade ranges for students, based off cohort and major. Their is often pressure to meet these guidelines.

I have experienced

A. Guidelines for the amount of students who should receive high marks (S/A)

B. At another institution exact percentages for each category.

I have never received guidance for students who are failing, and often seen pressure to pass all students who meet the attendance requirements.

Where exactly does MEXT stand on these issues? It is difficult to find any discussion.
