Is Classical Japanese like a foreign language to Modern Japanese speakers?

Is the difference between the two greater or equal to the difference between Modern English and Old English (Year 1066 and earlier)?
How difficult is it really to achieve reading fluency in it for someone who is well versed in Modern Japanese?
