Most often, that underlay will be called a ‘mat’, although, if I’m being entirely honest, using dedicated mats for writing is not entirely common in the English-speaking world.
If you want to stretch the definition, technically a clipboard would come under this category, but that really is stretching it.

Translating the thing itself directly, my first thought would be to call it an ‘[underlay](https://www.merriam-webster.com/dictionary/underlay)’ (most people know ‘[overlay](https://www.merriam-webster.com/dictionary/overlay)’, underlay is just the opposite).
