Where to live in or near Tokyo to maximize finding hoikuen

I'm moving to work in Tokyo (office is at Tokyo station) with my family, including spouse and a 18 month old boy. I want to find a hoikuen for my boy, and would like to know if there are any tips as to where to live / find a rental house in that has the most options? I know the school cycle starts in April, and registration starts in October the year before. My work will only start in April 2025. Can I register in October 2024 even before I move in April 2025?

Hope to find a public (ninka or ninkagai?) hoikuen, hopefully not more than 80,000-90,000 yen per month (of course cheaper the better). Is that a reasonable expectation? How do I go about finding daycare if I'm not currently in Japan yet?

Welcome tips on finding a place to stay for my young family as well! I hope to keep my commute from home to office easy to just one train, 30 minutes one-way — is that realistic?
