I've been told to ignore touts and just go to predetermined destinations in Japan, especially Kabukicho, Tokyo.
I was in Osaka and met a foreigner living in Osaka, and we wanted to go to a bar we found on Google Maps around Dotonbori. We were approached by a Japanese guy asking us in Japanese what we were interested in. He pointed to the building that we were already heading towards and said it had a izakaya, girls' bar, kyabakura, and other stuff. When we said bar, he speaks into a walkie-talkie that he's sending customers up to the bar. It gave me a bad feeling because it reminded me of the Kabukicho touts, so I just decided to skip and head home. My friend later said that type of tout is normal, and it probably wasn't a scam or danger. The Japanese guy seemed to have connections with all the establishments in the building.
