Sadly the Japanese have no concept of pickup games. Everything has to be reserved by a registered organization because there has to be a chain of responsibility and that chain can’t include private individuals.
But you can just register as a basketball club, lie about your membership, and reserve the local public court as that organization. They won’t blink an eye.
