Blue and White Rising Sun Flag

Today I was walking by the Koban and noticed that they had two flags. One was Japan's national flag (a red circle representing the rising Sun on a white background). The other flag was a similar flag with a red circle, but instead of being on a white background, the background was cut diagonally as if someone were cutting a grilled cheese sandwich. The top part was blue, bottom part was white and then obviously the red circle in the middle. Anyone know what this flag represents?
