Should I study abroad in Japan from India?

Hello, I am an Indian student who finished high school in India.

I am a huge Japan enthusiast for the past few years and I really want to study for my undergraduate in information engineering in Japan. I am looking for different unis that have my preferred course taught in English to which I can apply. I want to live in Japan for a few years so I thought education was a good option because I kinda don't want to work in Japan considering the work culture there. I will attempt for JLPT N4 this December. And yeah, I didn't get the MEXT Scholarship. Also if I study in India it will be in an average uni, not from a tier 1 uni.

I had a few questions and thought you guys could help me decide!!

  1. Is it worth it to study in Japan for someone from India?

  2. I have my budget up to around 600,000 yen per year which will go into my tution fees so, can I make my living expenses by doing a part time job in Japan?

  3. I heard the faculty in English taught courses in Japan have a little different kinda accent in English which is difficult to understand, is it true?

  4. Are the studies there that tough that I have to study all day? I mean will I get the time to explore Japan and work part time?
