Should I move to a sharehouse/dorm or an appartment as a student?

the title explains it all, I am an exchange student from the Netherlands who's about to study in Japan by the start of September. I will be staying for a bit less than a year, doing an exchange at a Japanese university for around 4-5 months and around 5 months doing an internship. I currently am choosing between either the student dorms assigned to me by my university or an apartment

My dorm is situated in Katsushika-ku and is around a 40-50 minute commute to my host university, the total rent is around 6 per month, (this includes things like bedding costs utilities etc.) I like how cheap the rent is however the commute is quite long, next to this I will not have my own kitchen/bathroom + I am not allowed to have people over at my place.

the apartment option is a bit more expensive
starting from around 8万円ー8万5千円 (including utilities).
The apartment I am currently looking at is situated in Shin-Nakano and is around a 20-minute
commute from my university, I will have my own kitchenette, bathroom, balcony,
washing machine etc. Because I would be living on my own, I would be able to
have people over without any issues.

As for my budget, I am currently receiving a
scholarship from my government, totalling in to around 20万円ー23万円
per month with the current exchange rate. When it comes to budgeting, I
typically allocate 30-40% of my monthly income to rent.

overall, I would prefer to live in the apartment
mentioned here however I’m just a bit stuck up on the costs seeing as I still
want to have ample opportunity to travel while in Japan.
