I wonder if ~を含め is a grammar point to say including ~ but nothing like that comes up when I search on google.
Is 含め in this case a noun? Or is it a conjugation or another form of verb 含める? If such, why is the る dropped?

It’s the 連用形 (continuative form) of the verb — or what’s sometimes called the verb “stem” (i.e. the -ます form without the ます).
It’s used in writing and formal speech as a more formal equivalent of the -て form. The more colloquial equivalent would be 含めて.
