Car gift from outside of Japan

I'm a PR holder and I achieved what one of my family members considers an impressive milestone.

Said person is trying to gift me my dream car, said person from and in Europe.

I've researched a bit and I'm more confused than before researching.

1. Can a non resident even buy a car in Japan? (assuming using my house parking place)
   Buying in EU would be a pain for export and getting an RHD model.
2. If 1 is possible, this fall under gift tax, right?
3. Would, if possible, keeping the car at his name do something?
4. Would leasing/purchase with financing and having him pay the financing be possible?
5. Would creating a long term loan contract between us be possible?
