I am in Tsukuba. I was traveling in a bus few days back which got full after I boarded and found a comfortable seat. On the next stop a young woman with a baby and big heavy suitcase got in. I noticed that she was clearly struggling with the suitcase and the baby, so I offered her my seat, which she refused. I am not Japanese and did not know if she was being polite in refusing it or was it something else, as strangely no one else offered her their seat. Any ideas what was going on and how one should have responded if they find themselves in my situation?
