Renting a car

I really want to rent a car to go from Kamakura to Kyoto. It always says no cars available. So I tried Tokyo-Kyoto, same thing. I can rent from Tokyo-Tokyo, and Kyoto-Kyoto, and Kamakura-Kamakura. So why can't I get one from either Kamakura or Tokyo going to Kyoto?? I feel like an idiot, there has to be some way to make it work, right?

I want to get a car in Kamakura to drive to Fujikawaguchiko. I really want a car while I'm in Fujikawaguchiko. Then I wanna drive it to Kyoto (my next stop) to return it. That's what I'd *like* to do, but it seems impossible.
