I’m flying to Japan in September and I know everyone says to pack light. So I’m planning to not bring my skin care and just buy it when I get there. I know some places bag up your stuff if you do tax free shopping. But am I not allowed to use that stuff while I’m in Japan? Should I just bring my skin care stuff? Sorry if the answer is very obvious, I’m just suffering with analysis paralysis from all the tips.

If you buy your skin-care items tax-free, then under the tax-free laws you’re not supposed to use the item while in the country (can’t open the bag), because they’re considered consumable items.
You could always buy the items non-tax free if you wanted to use them.
We bought skin care stuff tax free in Japan and didn’t use it until we got back to the US, but no one really checked.
The idea of pack light is not to buy the stuff you need when you are there, it’s to only bring what you need.
For example you do not need 5 pair or shoes, you do not need 14 days worth of clothes for a 14 days trip(do your laundry), usually do not need soap or shampoo, it’s available at the hotel.
