3 weeks at the end of December. Which option?

Which would you prefer?

1. The last three weeks of December
2. Two weeks in December followed by one in January.

Why?

I've not decided where in Japan. I'm attracted mostly to Tokyo. I don't mind spending 3 weeks in Tokyo. Alternately, I would spend one week each of Tokyo and 2 other cities.
