Immigration Post Card?

Hi everyone! Just a quick question because I’m worried and would like to know if I should be preparing for the worst here. I’ve spent all morning googling this and can’t find answers for my situation so I thought I’d ask here and see if anyone else has experienced this too.

I’m here on a one year 3 month student visa at a language school in Tokyo. I was supposed to get my permission to work when I arrived but because of how crazy the airport was in late March and lack of direction on who to give it to, I didn’t give the paperwork to the staff before receiving my resident card, so I was told I had to apply at the actual immigration office in Minato instead.

It took me a while to get out there but I finally did it a few weeks ago and got my post card in the mail asking me to come back. It tells me to come to the 2nd floor A1 counter, and also has the student inspection department box checked.

I’ve read that if they don’t ask for a revenue stamp payment it’s a really bad sign that you’ve been rejected, but I’ve only been able to find information and Reddit threads for people applying for visa extensions or changes to work visas, not students asking for permission to work part time. So I don’t know if it’s the same.

What I’m curious about is why revenue stamp and the money amount options is crossed out entirely with ballpoint pen. As a student visa holder, does this mean I’ve been rejected to be allowed to work part time? Or just that paying it doesn’t apply to me because of my status?

My attendance rate so far is 99% (I’ve only missed three days, and one of them was because I fell down a flight of stairs at the train station and couldn’t attend… for obvious reasons, but it still counted as an absence) and my grades are within the top 1% of students at my school, so I doubt it’s because I’m not a good student.

Just thought I should ask and see if I should go with optimism or not lol. I’m really worried. If they reject me, can I appeal it? Or is it just game over and I won’t be allowed to work at all the entire time I’m here?
