Any visa problem or consequence if Japan dependent visa holder returning to home country to work?

Hi, my brother moved to Japan with his wife under a dependent visa (his wife is employed by a Japanese company on a work visa). After three months of staying in Japan, he suddenly returned to Singapore and got a job. He said he would like to build up more financial reserves for about 12 months before committing to staying in Japan long-term.

My question is: Is he violating any rules of the dependent visa and get the visa being cancelled by the authorities? I am unsure whether his or his wife’s visa status could be affected, and his wife is considering to apply for the Japan permanent residentship in the future.

I have read that the ability for dependent visa holders to work in Japan is highly regulated, with certain limitations (such as a maximum of 28 hours per week and the need to submit approval requests to the authorities), but seems it is within the boundaries of Japan.
