International vs public school for 8.5 year old non-native child

Hello,

This is my first time posting here. We are considering moving our 8.5 year old son from international school to public school in the second semester of second grade. He can read and write hiragana and katakana but does not understand much vocabulary. He knows very few kanji. In terms of speaking as well, he can engage in only basic conversation.
The international school he goes to is one of the relatively inexpensive ones but does not have a proper accreditation.
How do you think he'll fare? While i understand he ll need extra classes outside of school to work on his Japanese, he is simply not ready to put in that effort. He says if he needs to do extra classes and lessons after school hours he'd rather stay in international school.
Is it possible for a child with his level of Japanese to catch up in a public school without any tutoring outside of school? I want to make an informed decision before I decide, as his international school has a wait list and it may be difficult to go back once we withdraw.
PS: We live in Edogawa ward.

Thank you in advance!
