I moved to this apartment a couple of years ago and never had this luxury in my old place. With the typhoon coming in earlier today I tested them out.
Now it seems to have calmed down, I can’t get them open.
There’s a small rod with a black wedge at the end (see photo) but there doesn’t seem to be anywhere to “hook” onto.
I’ve tried lifting them with force but they seem locked in place.
Help?

I think the hook is to bring them down for short people who cannot reach the top when they are open. If you grab somewhere at the center bottom on the inside of the shutter there should be a bar like thing that moves up and unlatches the shutter so you can roll them up again.

Mine have a cord that I can use to pull them back up
