My partner in the US has a criminal record for a non-violent/non-drug crime, penalty 14 months probation? Will he be allowed to enter?

I’m living in Japan, and would like my partner in the US to visit me. Issue is, two years ago he was sentenced to 14 months probation (which ended after 5 months due to good behavior). Not a suspended sentence (i.e not X amount suspended for Y time)

According to embassy, anyone with a drug/violent/sexual crime and anyone with over a year sentence isn’t allowed entry, but for someone who doesn’t fall under these categories, is entry usually granted?

The crime in question was a false fire alarm pull, if that is relevant. My partner is employed full time in the US. It takes another two years to get the incident sealed.
