I just moved to Japan recently. I got myself a bicycle and the shop guy told me it could take somewhere around 3 months for the registration to go through the system and just to show the police the photo or copy of the registration form if I got stopped.
I though no big deal. Just got myself the copy, put it on my wallet, and go on ride. Today I got a notice on my bike at the parking lot, basically saying my bike is unregistered and so on. It’s not chained, just got a notice plastered so I go to nearest koban and explain the situation. The officer say it’s not the police but since the situation is a bit weird anyway they told me to go to city office (that signed the notice) if I’m worried. The city I bought my bike from, where I live, and where I got the notice are all different.
So, is this normal since it’s a new bike and I should just ignore it, or is it something I need to sort out before using the bike again?

Do you mean the parking lot where you live? My apartment issues stickers for residents to make sure the bike parking doesn’t get filled up with abandoned bikes or whatnot, so maybe it’s something like that?
registered to the parking lot and registered against theft are different things though. you already have the reg sticker on the bike, yes? check that you don’t need to have a different sticker specific to the lot for parking there
