What are the details with the new domestic travel promotion? How can one use it?

Some Japanese OTA already provide the (30% general, 10% regional discount I think?) 40% discount (JTB, Rakuten, Jalan). And when you checkin at the hotel you also get vouchers. You just need proof of full vaccination. I just booked a 2 night trip for osaka and got 40% off with 2 coupons at Rakuten. I think tokyo will start from next week.

Nationwide Travel Support (National Travel Discount) Starting October 11
Discount rate (person stay): 40%
Discount maximum amount (person stay): Transportation plan 8,000 yen / Other 5,000 yen
Coupon (person stay): Weekdays 3000 yen / holiday 1,000 yen

Note there is some details like, min booking amount, max discount amount etc.

For those taking JLPT exam in Tokyo this December - did anyone already receive the physical letter in their mailbox, telling the place of where you will take the exam? It's my first time applying for JLPT and I don't know if the letter should have arrived by now or not.
