I talked to our HR just last week and learnt that they had previously failed to get COE for an applicant from a particular poor country, and since then they will not bother with other applicants from said country.
Our HR is really rather skilled, I doubt there’s significant bias on our side.
Thus the question, are folks form some countries known to be rejected by MOJ/ISA?
Are there perhaps rejection statistics?

You mind sharing what country was that? I saw a lot of people from different countries and I do believe the immigration system is fair and not biased compared to other big economies
I can’t remember the exact details, but I’ve seen it pop up on here a few times where people from the Philippines(sorry if I’ve remembered the wrong country) mention it can be difficult to get a visa. If memory is correct, It’s not actually on the Japanese side, but actually the Phillipines embassy will only allow their citizens to apply for a working visa in Japan if they meet certain conditions. If they don’t meet whatever conditions, then the embassy just doesn’t do their side of the paperwork.
(I could be messing that all up, it never really mattered for me so I never payed attention to the details when it popped up)
Immigration want foreigners who either hold a degree in their destined industry, or robust evidence of 10 years professional experience within said destined industry
(apart from jobs such as Ekiawa language teachers or ALTs for example where they requirement is xAmount of years in Native Language education of the language they will be teaching + a degree in any subject…. For formalities).
*An individual’s country of citizenship shouldn’t really affect that requirement*. The only thing that affects it is if 1) they did not hold the required degree and/or duration of professional experience. Or 2) the documents they submitted were evidently fake/fraud.
(Of course immigration is arbitrary though, So who knows)
It’s impossible to tell without knowing the country and current events involving said country.
