Every Japanese bar will have vodka, gin, rum, tequila, Triple Sec, lemon juice and Coke. I’d try ask. Its a super simple drink to make, shouldn’t be an issue for any bartender.
Izakayas normally have a very basic cocktail menu, so don’t expect to find them there. I’ve seen them at some clubs. I think they’re somewhat common.
Traffic in nishiazabu has them

Even if they have it on the menu, I was told (politely) at two bars that they won’t make long island iced teas during busy times.
I’ve lived in five countries and haven’t seen this on any but the most dedicated cocktail bar menus in any of them, so it may not be as common outside the US as you think. In Japan you can get it at TGIF (branches mostly in the Tokyo area).
How it starts: why are drinks so weak here / where are the Long Island ice teas?!
How it ends: help! A bouncer from kabukicho forced me to take money out from an ATM. What can I do?!11!
