What are the honk laws here?

For those who have a license here In what situation a honk is allowed (besides going uphill). Had a close incident today where the car from the opposite direction rushed through the red Red. I asked my friend about why she didn’t use it and got the reply that it was against the law.

  1. Whatever the case may be from a legal stand-point, what exactly would you have accomplished by honking in that situation? My guess is it probably would have made no difference whatsoever, apart from potentially startling the pedestrians and other drivers around you.

    Frankly the only scenario I’d ever honk in is when the driver ahead of me hasn’t noticed the light has turned green. Otherwise it really doesn’t serve any real useful purpose and just comes off as you being an asshole.

  2. It’s mostly forbidden,

    Going uphill in mountain roads it can be explicitely mandatory (there are dedicated signs that look like [that](https://d1l9707p5uc4fl.cloudfront.net/otona/oshiete/images/2021/03/sound-horn/02.jpg?20210331)), but just “going uphill” won’t be enough, it must be going uphill AND not possible to properly see what’s happening up there.

    Otherwise, it’s only in case of obvious danger. Maybe your friend estimated that it was not that dangerous.

  3. I never heard that one before. I’ve honked at cars that have charged through stop signs or red lights when I was crossing the intersection with the right of way. My Japanese husband does the same. If I think the horn is necessary to avoid an accident I’ll use it.

  4. You won’t get arrested for honking for a reason. I don’t think anybody has ever been arrested for the honksss

  5. Why would you honk at someone going through a light? Surely they’ll have gone past you by the time you honk, no? The purpose of the horn is to alert others to your presence to avoid an accident, but I think in your scenario it would be more reactive than proactive.

  6. Your friend likely could have used their horn legally there. You’re allowed to use the horn to prevent a dangerous situation (“危険を防止するためやむを得ないとき”). So if the car could have hit them or caused an accident then it’s ok.

    That being said I’ve noticed that most drivers don’t use their horn, even in situations where they probably should. If another driver is causing you to brake hard or other sudden evasive maneuvers, you should probably use your horn.
