I have seen that many properties, on [Booking.com](https://Booking.com), have a “National Travel Support” green label. It makes the room 40% cheaper.
I’m aware that this program is made for residents of Japan, which is not my case. I guess the accommodation only charges 60% of the room, and gets the remaining 40% from the state, once the guest details have been sent to some giant file in Tokyo.
Well, my question is about [Booking.com](https://Booking.com): the properties with the NTS label, they are many, cannot be booked without that 40% discount, unless when adding extra requirements like free cancellation. Booking says “*The reduced price includes a 40% discount if you choose to pay in advance. This is part of the National Travel Support Campaign sponsored by the Japanese government.*”. Which lets website visitor things it’s not tied to Japanese residency (see screenshot, [https://imgur.com/a/xEn6eni](https://imgur.com/a/xEn6eni)).
\- Does it mean [Booking.com](https://Booking.com) also sponsors any of their guests to get the NTS, somewhat acting as a proxy?
\- Could it be that upon arrival to the property, I have to pay the remaining 40% if I cannot prove I am not a Japan resident? (which would make a weird payment experience).
I’ve also asked Booking but got not-so-helped by their prior answers, so maybe someone here working in Tourism or a recent traveler can shed some light.

Since the discount is only applied for pre-paid bookings, I would assume that verification is made via credit card number.
If you are not a Japanese resident and book with the discount, you will have to pay the full price upon checking in. This happened to me recently when I booked through Booking, but I was okay with it because the place was worth paying full price for and I wanted to see what would happen.
